When people say "Russian work" this may mean two extremes: either it is careless work of low quality or quite the contrary it may be very a very beautiful strong thing that will serve you for many years, the thing into which the creator has put his sole. It can't be any other way because this is the essence of the Russians who go from one extreme to another. In other words, we either love or hate and this is true for everything, including work.
More and more sole proprietors appear last years. Former state plants and businesses are becoming private, that makes the quality of Russian goods and services better. After such a long time real masters begin to appear in Russia who put their sole into their job.
But, unfortunately, these people are still in minority.
The majority are people brought up in former Soviet Union who have not been taught to work wholeheartedly. This attitude to work is particularly vivid in State institutions.
People there spend most of their time doing nothing, they loiter about the rooms, make frequent breaks, drink a lot of tea and coffee and sometimes they have stronger drinks, too. While working in the militia I saw for myself the mess that is there. Everybody is busy earning any other money (so called 'left money') but not the money they are paid for their work.
Shelves are cram-full with heaps of documents unsorted out and no rules of drawing them up or filing. On the other hand, there is no need to do that because the rules of filing, drawing up and taking stock of different official papers in Russia constantly change. Many times we had to do all the work over again rummaging in a great heap of papers only because the order had changed. Orders change with such great speed that sometimes even the heads do not know how to draw up this or that document. Various work check-ups are very popular in Russia. Everybody and everything is checked and there are even special higher checking services which check lower bodies. And typically such check-ups end up with banquets where checkers and those who were checked up drink strong drinks together.
There are many office employees in State institutions of Russia who like to show that they work very hard. They lay out papers over the table and sit looking at them as if they work but in fact they would all day long be speaking over the telephone and doing nothing. Normally only 2 or 3 people of 10 really work, all the others only seem to work. You may ask why. Well, they are simply not given any money stimulus to work hard. Normally, their salaries are low and limited, so does not matter you work hard or in a slipshod manner - your salary will be the same.
